UltraID3Lib.chm not working

When I run the Help file I can see the Contents And Index but the page display says "Navigation to the webpage was cancelled." I must be doing something dumb, but can't figure it out.

BTW, the system is Windows XP Pro.

This is a windows security item, not specific to ultraid3lib.
Right click on the .chm file, select properties. Near the bottom right you
will see "unblock" - click that and you will be in business.
